We usually sow basil in February-March. We sow the seeds tightly in groups in a small pot filled with seed soil and replant them in a larger pot filled with nutritious planting soil when they have their second pair of leaves. To get a bushier plant, we usually top the basil when it is about 10-15 cm, i.e. cut off the top above the second or third pair of leaves. Then it branches there and you get a more compact plant.
